Loading the month that just closed

Once a month the corporate office loads each site's five numbers for the month that just closed. The file is one row per site, and a customer's data team can produce it straight from its own systems: a site can even be named by the id it has there.

The sample has problems left in on purpose: a site that sent the wrong month, a region sent as if it were a site, a code that is not a site, a repeated row, and one denial rate far outside that site's own year, which is held for a person to confirm. Check it, read the reasons, decide about the held row, and load.

Load history then shows the new load under Jordan's name, every row turned away and why, and which sites still owe the month. A load is a record: it cannot be edited or deleted.
